The Mountain Village Town Council held its regular monthly meeting last week on Thursday, July 18. Below you will find a recap of the meeting.

July 18 Meeting Highlights

  • Chief Building Official Lars Forsythe introduced Council to Connor Ficklin, the Town's new building inspector.
  • Council considered applications for three open seats on the Village Court Apartments Resident Committee and heard from applicants and voted to appoint Ursula Cristol, Marisa Marshalka and Valentia Estrella for two-year terms to the committee.
  • Town Manager Paul Wisor presented department updates.
  • Council voted to adopt the Colorado Association of Ski Towns 2024 Colorado Legislative Position Statement on Housing.
  • Representatives from the Town of Telluride and Tri-County Health Network presented the latest on a proposed regional youth hangout to ask Mountain Village for a funding contribution to the project. Council directed staff to work with Town of Telluride staff directly on next steps.
  • Council voted unanimously on it's second reading and approval of an ordinance placing five ballot questions to amend the Town Charter that voters will consider on the next regular election. Read more.
  • Council voted unanimously on a first reading and set a public hearing and Council vote on an ordinance regarding changes to the Community Development Code regarding roofing materials and the design review process. A second reading will be held on August 15, 2024. View packet material and ordinance.
  • Council heard a presentation for a resolution regarding a Conditional Use Permit for proposed telecommunications facilities (5G cellular poles) to be located along Adams Ranch Road and Mountain Village Boulevard (in public rights-of-way). After hearing public comment and discussion with staff and the applicant, Council voted to continue the resolution to the September 19, 2024 Town Council meeting and directed staff to clarify why the Design Review Board denied their application. Council also asked the applicant to provide a better picture of regional partnerships on tower placements, provide references of other communities where they have installed similar facilities, provide a heat map of the poles to be installed and to provide potential service agreements with the three regional major cell carriers.
  • Council heard from Telluride Ski and Golf representatives to discuss potential additional employee housing at Lot 640A, Mountain View Apartments. View packet material.
  • Mountain Munchkins Director Chambers Squirer discussed plans to expand Mountain Munchkins, by adding a second toddler room, with a target opening date of early 2025. Council was supportive of the plans.
  • The Winter Parking Rates, Policies and Plan discussion and Bright Futures presentation were both continued to a future Town Council meeting.
  • Without taking action, Town Council held executive sessions to receive legal advice on specific legal questions, to determine positions relative to matters that may be subject to negotiations, develop strategy for negotiations and/or instruct negotiators in connection with the following items:
    • Ilium
    • Contracts with Telluride Ski and Golf
    • Pending litigation friends of TMVOA vs. TMVOA et al.
    • Federal and local laws on 5G communication facilities

Town Council will hold its next regular meeting on Thursday, August 15. Meeting material is posted to the Town's website and distributed via email the Friday before each meeting.

Please note: Written public comment will be included in the Town Council packet if it is received by noon the Thursday preceding the Town Council meeting. When written communication is received after the Town Council packet deadline, it will be forwarded to Town Council and the appropriate staff members and entered into the record after the Town Council meeting.
