Mountain Village Minute: February 2024

Town Council held its regular monthly meeting last week on Thursday, February 15.

The Mountain Village Minute is a new monthly newsletter that recaps our Town Council meetings for the community.

Unless otherwise noted, all items below were unanimously voted by all seven Town Council members.

February 15 Meeting Highlights:

  • Town Manager Paul Wisor and Council discussed monthly department updates. View this month's department updates from the packet material.
  • In a second reading, public hearing and council vote, Town Council voted to extend the vested property right at Lot 27A, Parcel 3R TBD Lost Creek Lane for three more years to April 6, 2027. The project is a multi-family condominium development comprised of 19 condo units and 2 employee condo units.
  • Council approved the second reading of an ordinance regarding helicopter landings within the Town of Mountain Village. The vote will add a new chapter to the Mountain Village Municipal Code concerning helicopters.
  • Convening as the Town of Mountain Village Housing Authority, the council voted to amend the Meadowlark deed restriction to clarify and modify some allowances for future Meadowlark owners.
  • Council approved a resolution approving a height variance at Lot 165 Unit 1 (130 Cortina Drive) for a single-family detached condominium due to the site's slope and setback requirements.
  • Council approved the first reading of an ordinance to amend the Town's Community Development Code in regards to wetlands regulations following the recent Supreme Court ruling in Sackett v. EPA.
  • Staff discussed the implementation of the Meadows Subarea improvements and council identified a number of priorities. Those include pursuing short-term rental regulations with HOAs, pursuing sidewalk improvements for the south side of the existing sidewalk on Adams Ranch Road, bus stop improvements for Big Billie's, and funding a study to determine a secondary access route out of the Meadows. The Town will update the community as the work on those priorities begins.
  • Council heard from Transit & Recreation Director Jim Loebe on implementing elements of the Trails Master Plan. All 2024 trail improvements will be communicated to the public in the coming months. This year's trail work will include:
    • The construction of the Stegosaurus Trail
    • A formalized connection between Village Court Apartments and Boulevard Trail
    • The construction of a connector trail between Boulevard Trail and the middle of San Joaquin
    • Planning for both the Meadows Express Trail and a connection between Elk Pond to Touchdown
    • Several sidewalk improvements between Market Plaza and Country Club Drive
    • Refurbishment of the Boulevard Trail
  • Town Forester Rodney Walters provided forestry program updates, including plans for further forest health mitigation in 2024. More information about the forestry department's planned 2024 work will be shared with the community in the coming months.
  • Council heard an informational update on the Town’s Climate Action Roadmap Project. The roadmap is an implementation document that builds off the Town’s 2020 Climate Action Plan. Staff will work on updating the Town’s 2019 greenhouse gas emissions inventory and plan to bring updates to the Climate Action Plan along with the implantation roadmap to council for a worksession and subsequent adoption later this year.
  • Without taking action, Town Council held executive sessions to receive legal advice on specific legal questions, to determine positions relative to matters that may be subject to negotiations, developing strategy for negotiations and/or instructing negotiators in connection with the following items:
    • The development of the Alexander property
    • Wastewater Treatment Plant
    • Gondola construction
    • Changes to state law

Town Council will hold its next regular meeting on Thursday, March 21. Meeting material is posted to the Town's website and distributed via email the Friday before each meeting.
