Mountain Village Minute: November 2024
The Mountain Village Town Council held its regular monthly meeting last week on Thursday, November 21. Below you will find a recap of the meeting.
November 21 Meeting Highlights
- Town Clerk Susan Johnston introduced Mae Eckard as the newly hired Deputy Town Clerk.
- Town Council appointed Cath Jett to a regular seat on the Ethics Committee for a two-year term.
- Town Manager Paul Wisor presented department updates.
- Mountain Village Communications Manager Kathrine Warren presented the Town's recently approved Social Media Policy to council. It will be posted to the Town's website and social media channels.
- Council approved the 2024-2025 Telluride Ski & Golf Winter Parking Agreement.
- Council ratified a contract to buy land for the acquisition of 622 Mountain Village Boulevard, Unit 101A for the future development of a restaurant.
- Adrian Bergere from the San Miguel Watershed Coalition presented a report for its work in the region for 2024 & 2025.
- Mountain Village approved a resolution adopting the 2025 Fee Schedule.
- Convened as the Town Mountain Village Housing Authority (TMVHA), council considered a resolution adopting the TMVHA Fee Schedule for 2025. After hearing public comment, Council directed staff to create a graduated scale for certain unit types at Village Court Apartments. Changes will be made and presented at the December 12 Town Council Meeting.
- Council considered several items regarding the 2025 budget and revised 2024 budget. View all budget packet material for the following items:
- Acting as the Board of Directors for the dissolved Mountain Village Metro District, held a public hearing on the proposed 2025 and revised 2024 budgets
- Held a first reading, setting of a public hearing and council vote on an ordinance of the Town levying property taxes for the year 2024 to be collected in 2025
- Held a first reading, setting of a public hearing and council vote on the 2025 budget and revising the 2024 budget
- The 2025 budget and revised 2024 budget will be considered in a second reading at the next council meeting on Thursday, December 12
- Council approved the second reading of an ordinance regarding a Community Development Code (CDC) Amendment to CDC section 17.5.14 Private Art.
- Council held a conceptual work session regarding a potential height variance and vested property rights for Lot 98.
- Council held the first reading, setting of a public hearing and a council vote on an ordinance to consider a rezone and density transfer application for Lot 908. Council decided to continue the application to its next meeting on December 12.
- The Town's Community Development Director Amy Ward presented the history on the prohibition of the subdivision of single-family lots.
- Council held a second reading and public hearing on an ordinance on a rezone and density transfer application for Lots 1001 and 1005R as well as Lot 644 per the CDC.
- Town Attorney David McConaughy led a council discussion regarding a potential Town commercial property vacancy tax ordinance in the Village Center. Council directed staff to draft an ordinance that outlines a property shall not be vacant for more than 180 consecutive days and the tax should focus on restaurants and retail space.
- San Miguel Power Association presented an update on its Timing Matters Program and upcoming rate increases that will begin May 1. SMPA and the Town will share more information with customers in the coming months.
- Council considered its 2025 meeting schedule and decided to schedule the June meeting to 8:30 a.m. on Wednesday, June 18 due to the Telluride Bluegrass Festival. All 2025 meetings through October 2025 are posted to the Town's event calendar, and the November 20, 2025 and December 11, 2025 meetings will be posted in January 2025.
- Without taking action, Town Council held executive sessions to receive legal advice on specific legal questions, to determine positions relative to matters that may be subject to negotiations, develop strategy for negotiations and/or instruct negotiators in connection with the following items:
- Legal advice regarding proposed legislation
- Acquisition of land
- Wastewater Treatment Plant
- Ilium Community Housing Parcel
- Developing strategies for negotiations regarding ongoing operations with regional partners
