The Mountain Village Town Council held its regular monthly meeting last week on Thursday, September 19. Below you will find a recap of the meeting.

September 19 Meeting Highlights

  • Finance Director Lizbeth Lemley introduced Sydney Roop, the town's recently hired accounting technician-payroll.
  • Council approved a proclamation declaring September 2024 as Suicide Prevention Awareness Month.
  • Under the consent agenda, Town Council approved a resolution supporting a Yes vote on Ballot Question 3A. Read more.
  • Town Manager Paul Wisor presented department updates.
  • Representatives from the Telluride Foundation discussed a request for funding for a Regional Down Payment Assistance Program. The Telluride Foundation will come back to the council with a formal ask for a financial contribution to this program.
  • Council voted to appoint Dan Garner to the alternate seat on the Telluride Regional Airport Authority for a four-year term expiring July 2027.
  • Finance Director Lizbeth Lemley and representatives from SGM presented the Water Sewer Capital Reserve Study in a work session. Council will hold a public hearing on the reserve study in a forthcoming council meeting.
  • Council reviewed an initial draft of the 2025 budget. Council will hold a special work session on Wednesday, October 9 to work through the draft 2025 budget by each department.
  • Council approved revised plaza vending regulations that were recently drafted by the Town's Plaza Vending Committee.
  • Council approved a resolution regarding road right-of-way encroachments for development on Lots 0S, 3Y, 69R2, 67, 71R, OS 3BR-2R-2, Tract OS 3XRR-2, and 161 C-R. The approval came with a number of conditions outlined in the staff memo.
  • Council adopted a resolution approving a minor subdivision for Lots 373R and 374R to replat into Lot 374R2.
  • Council heard from an applicant regarding a conditional use permit for Telecommunications Facilities (5G) to be located in Public Rights-of-Way and ultimate chose to adopt a resolution denying the application, citing the application was incomplete and didn't answer council's questions from the July council meeting.
  • Council adopted the winter 2024-2025 parking policies and rates. The rates in the Gondola Parking Garage and Meadows will remain the same as last winter, but the proposed rates adjusted hourly rates in Heritage Parking Garage and elsewhere. Town staff will communicate these parking rates and winter parking passes to the community through Town channels soon.
  • Town Council heard an update from Town Forester Rodney Walters on this summer's forestry program work.
  • Without taking action, Town Council held executive sessions to receive legal advice on specific legal questions, to determine positions relative to matters that may be subject to negotiations, develop strategy for negotiations and/or instruct negotiators in connection with the following items:
    • Wastewater Treatment Plant
    • Ilium Community Housing Parcel
    • Legal advice regarding proposed legislation
    • Acquisition of land
    • Telluride Ski & Golf

Town Council will hold a budget work session on Wednesday, October 9, and its next regular meeting will be on Thursday, October 17. Meeting material is posted to the Town's website and distributed via email the Friday before each meeting.

Please note: Written public comment will be included in the Town Council packet if it is received by noon the Thursday preceding the Town Council meeting. When written communication is received after the Town Council packet deadline, it will be forwarded to Town Council and the appropriate staff members and entered into the record after the Town Council meeting.
