
Mountain Village Minutes: March 2025
The Mountain Village Town Council held its regular monthly meeting last week on Thursday, March 20. Below you will find a recap of the meeting.
March 20 Meeting Highlights
- Council convened as the Town of Mountain Village Housing Authority to appoint Sterling Parks to the Village Court Apartments Resident Advisory Committee for a two-year term expiring March 2027.
- Town Manager Paul Wisor presented the monthly department updates and Business & Government Activity Report.
- Council approved an IGA for regional support of a regional youth hangout.
- Council discussed the proposed Mountain Village Load and Delivery Program and directed staff to continue exploring funding partnerships and potential grants to reduce the net cost of implementing the program.
- Council approved on second reading an ordinance clarifying and correcting the density allocated to Lots 1001 and 1005R, commonly called Village Court Apartments.
- Council discussed the formation of a Council Member Attendance Policy. Council will revisit this discussion at a future meeting.
- Council approved on second reading an ordinance and code amendment for Mayoral and Council compensation. The new compensation will apply to newly elected council members after the June 24, 2025, Town Council election and go into full effect for all members by 2027.
- Council approved a resolution appropriating additional sums of money to the 2025 Budget for Forestry Management.
- Council approved a resolution amending the Town of Mountain Village Your Equity Support (YES) Program Guidelines, with an amendment to the deed restriction to include a first option and first right of refusal to purchase units for sale, and to expand the boundary to include the Norwood R2-J School District. Participants can live in either the Telluride or Norwood school districts, but must work within the Telluride R1 School District.
- Consideration of approval of a parking lot sub-lease with The Weitz Company for use of a portion of Lot R during the construction of the Four Seasons was tabled.
- Council discussed renewing the Bluegrass Festival Facilities Use Agreement, which will be considered at the April 24, 2025, Town Council meeting.
- Council approved an Easement Vacation and Quit Claim Deed for a portion of a drainage easement located at Lot 711, 160 Adams Ranch Road.
- Council approved a Temporary Dewatering and Discharge Agreement with the Weitz Company.
- Communications Manager Kathrine Warren presented the 2025 Community Survey Results.
- Telluride R-1 School District Superintendent John Pandolfo provided an update on proposed State funding of public education and potential impacts to regional education.
- Dr. Rory Cowie, President and Owner of Alpine Water Resources, and Sustainability & Grant Projects Manager Lauren Kirn presented on the history of wetlands and beaver coexistence in the Telluride Region and considerations for the Meadows area. View his presentation.
- Council approved on first reading an ordinance adding Chapter 3.06 to the Town of Mountain Village Municipal Code to impose a 5% tax on lift tickets. The proposed tax would not apply to any passes purchased by locals and would be placed on the upcoming June 24, 2025, ballot. Read more from the Telluride Daily Planet.
- Without taking action, Town Council held executive sessions to receive legal advice on specific legal questions, to determine positions relative to matters that may be subject to negotiations, develop strategy for negotiations and/or instruct negotiators in connection with the following items:
- Wastewater Treatment Plant
- Legal questions related to taxes and fees
- Securing a tenant for 622 Mountain Village Boulevard Unit 101A
- Telluride Ski & Golf
