Mountain Village Town Council adopts new parking rates, with modifications, effective December 22, 2023

In a special meeting on Thursday, November 30, 2023, the Mountain Village Town Council voted to adopt new parking rates with a few modifications from the original proposal. These new rates will go into effect on December 22, 2023.

During the special meeting, Council heard a number of in-person public comments and noted that they received a wealth of written public comments on the matter.

After time spent talking through different options with staff, Council voted unanimously to approve a Memorandum of Understanding (MOU) with Telluride Ski & Golf to charge for parking in structures and lots throughout Mountain Village with the following changes to the draft MOU presented at the beginning of the meeting:

  • Changing the price of the employee commuter winter season pass to $100 (originally proposed at $200/transferrable among four vehicles)
  • Adding a winter season locals pass for residents of the Telluride R-1 School District and San Miguel County for $200 (transferrable among four vehicles)
  • Modifying resident permit parking allowances throughout Mountain Village
  • Modifying evening parking rates in Heritage Parking Garage

The approved changes will add tiered winter-only daytime rates to the Gondola Parking Garage and Meadows Lot, new year-round parking rates at the South Village Lot, Heritage Parking Garage and North Village Lot, new overnight parking rates and increased parking violation rates from $30 to $75.

Most notably for the winter season only, daily rates in both the Gondola Parking Garage and Meadows Parking Lot will be $10 per day Monday through Thursday and $15 per day Friday through Sunday for those without a resident, commuter/employee or locals permit.

Resident permit parking along the rock wall will only be available in the Market Plaza Lot after 3 p.m.; however, Council chose to allow resident permit holders two hours of free parking in the South Village Center Lot and unlimited daytime parking in the North Village Center Lot.

The approved parking policy and rate changes are the result of over a year of working with Walker Consultants, a respected parking consultant, who conducted an analysis that benchmarked Mountain Village parking to 12 other resort/mountain communities.

Walker found that the single biggest contributing factor to winter parking issues is free parking in the Gondola Parking Garage and Meadows Lot, which leads to an excess of single occupancy vehicles.

The additional revenue generated from the new parking rates will bolster funding for existing parking system maintenance and operations and help move the Town closer to the future expansion of the Gondola Parking Garage which would add more than 400 parking spaces on two additional levels.
