Town of Mountain Village solicits pro and con statements on ballot measures

The Town of Mountain Village is soliciting pro and con statements on six ballot measures that will appear on the upcoming election ballot on June 24, 2025.

These proposed ballot questions address governance matters and funding mechanisms:

  • Ballot Question No. 1: Qualification of Non-Resident Voters - amend Section 2.3 of the Town’s Charter to establish voting rights in municipal elections for non-resident homeowners with home ownership via an LLC or trust, subject to certain requirements.

  • Ballot Question No. 2: Ordinance Effective Date and Referendum Deadline - amend Section 5.2 of the Charter to require all non-emergency ordinances to be published twice and to become effective 14 days after publication following second reading and amend Section 5.4 of the Charter to provide that any referendum must be filed before that effective date.

  • Ballot Question No. 3: Publication of Ordinances and Public Notices on the Town Website - amend section 5.9 of the Charter to authorize publication of ordinances and public notices via the Town’s official website.

  • Ballot Question No. 4: Issuance of Revenue Bonds - amend Section 8.5 of the Charter to eliminate the requirement for an election to authorize revenue bonds.

  • Ballot Question No. 5: Design Review Board - eliminate a conflict between Section 12.1 of the Charter and the Town’s Municipal Code regarding the terms of Design Review Board members.

  • Ballot Question No. 6: 5% Excise Tax on Ski Lift Tickets Exempting Local Season Passes and Local Products Defined By Ordinance - This would increase Town taxes by $2,500,000 in 2025 (with collection beginning July 1, 2025) by imposing a 5% excise tax on ski lift tickets, with proceeds dedicated to gondola improvements, operations and maintenance. Local season passes and other local products, as defined by ordinance, would be exempt from this tax.

Per Colorado state law, comments received regarding all questions will be summarized for inclusion in the Taxpayer's Bill of Rights (TABOR) ballot issue notice, which will be mailed to all registered voters prior to the election. To be included in the summary, comments must address the specific ballot questions and include the submitter's name, signature and the Mountain Village address where they are registered to vote.

Written statements must be received no later than 12 p.m. (noon) on Wednesday, May 21. Comments will be summarized for the ballot issue notice.
